If I delete a member record, can I be sure that all historic membership assignments and Receipt/Payment transactions will remain in my accounts? 

You can. To ensure accounting integrity, all historic membership transactions and Receipt/Payments are retained when you delete a member's record.  All personal information data is removed from Clubtreasurer for your GDPR compliance, and the member name is changed in the historic transactions to reflect the Member Ref ID only. (Please note that the Details and Notes fields are not changed and may still reflect the member's name).  

As an interim step, you can archive a member record which retains their details (and can be restored later, if required).

You can only archive members who have no outstanding payment lines; whereas deleting is more permanent and will remove these.
